A Lei Básica de Hong Kong, tal como a de Macau, garante as liberdades de imprensa, expressão e de privacidade de comunicação, inacessíveis do outro lado da fronteira, por as duas Regiões Administrativas Especiais se regerem pelo modelo político um país, dois sistemas, adotado após a transferência de poderes para a China, em 1997 e 1999, respetivamente.
